Grate potatoes and onion; combine in a medium mixing bowl.
Place mixture in fine strainer or kitchen towel; squeeze almost all liquid into a bowl; discard the liquid.
Return potato mixture to bowl; add eggs, flour, salt and pepper; mix well.
Heat vegetable oil in a skillet or on a griddle over medium heat.
Spoon ~¼ cup mixture into skillet or on griddle, spreading slightly.
Fry ~3 minutes each side, until crispy and brown.
