Preheat oven to 350°F; coat a large (9×13) baking dish with nonstick cooking spray; set aside.
In a skillet, over medium heat, brown sausage; transfer sausage to a paper towel lined plate; set aside.
Add onion and bell pepper to skillet; sauté over medium heat until tender; add garlic and cook ~1 minute; set aside.
In a large bowl, whisk eggs; stir in milk, cooked vegetables, half the cheese, potatoes, spinach, sausage, salt and pepper.
Pour this mixture into the prepared baking dish; top with remaining cheese. Bake ~45 minutes, until the eggs are firm and the top is slightly browned; let stand 10 minutes before serving.
