Melt butter in a saucepan over medium/high heat. Add flour and whisk until the butter and flour form a paste.
Gradually add milk, whisking continuously ~5 minutes, or until the sauce thickens.
Remove from heat, add cheese; stir until melted.
Season with garlic, hot sauce, salt and pepper; mix well.
Combine sauce with cooked pasta, or serve as an add-on for broccoli, cauliflower, or other vegetable.
